HBF Park Hostile Vehicle Mitigation

Ecoscape worked with VenuesWest to design an HVM approach that protects patrons while maintaining operations and respecting the site’s unique character and long-standing history.

BRIEF

In response to a study of existing security provisions, VenuesWest identified that HBF Park needed additional security measures to improve the safety of patrons and address potential risks from vehicle-as-weapon attacks.

A key component of the project brief was that proposed HVM infrastructure is not overly reliant on off-the-shelf bollards and instead considers design solutions that enhance patron experience.

APPROACH

Ecoscape engaged Security Consulting Group to undertake a Hostile Vehicle Assessment of the site, which analysed the site’s physical features, operating environment and typical patron movements. This identified key areas of vulnerability to vehicle attacks, and a further Vehicle Dynamics Assessment identified the ideal level of protection for each of these areas.

Ecoscape worked with the client, stadium operators and local government to produce a HVM design that would improve both the safety and experience of patrons attending HBF Park while leaving stadium operations unaffected.

Another component of the design was the history of the site. The site intersects with an area of Aboriginal significance and has heritage value as a sporting ground in continuous use since 1910. Preservation of this heritage contributed to the design of the HVM layouts and extents.

OUTCOME

The HBF Park HVM project was completed in 2025. The design uses a combination of bollards, level changes, walls and custom planters and furniture to create a secure zone within which patron gathering and outside events can occur safe from the threat of vehicle attack.
